Operations is a term I made up to mean "Game play framework".  Not so much "engine" (which I would call nitty-gritty graphics) but general GUI and "thing" specifications. 

This is all no-brainier, boilerplate stuff.  When I propose something like "engine should support blah" - it doesn't mean that we HAVE to have it in the game, but it should not be neglected.

I thought it would be good to hammer this out to give programmers something to evaluate engines on.  Also, it's needed prerequisite work for more interesting mechanics proposals which are in the works.

It would be great if this proposal was as _complete_ as possible, so please add things you think I forgot. 

The summary of the summary is "what fallout gots".

Sounds nice. I don't have the feeling anything is missing, perhaps others will have stuff to add.

Having some kind of engine requirements article at the wiki sounds useful indeed. Qubodup started to work on something similar here:

Some aspects are featured in both articles, so how about trying to merge them in the long run after identifying similarities and discussing the differences?

Yeah, I had the same thought.  It's unclear to me if q's proposal is meant to be altenative or in addition to mine...  And I tried so hard to be uncontroversial!

Based on a comment by qubodup, I modified this proposal slightly.
First - I changed "object" to "ActionObject" to distinguish it from OO Programming use of Object.
Second - I changed "ActionObjects" to include "non-scripted objects that have game effect" (get/set game state) - for example weapons and ammunition.
